It will effect an undead unless specifically stated or in some cases if they are immune to charms. In the case of Tashas hideous laughter it doesn’t effect anything with an intelligence of 4 or lower, but indeed a lich can be targeted by this spell.
Lichs are immune to Charm, and many enchantment spells mention either that they don't work on creatures immune to Charm or that they do not work on Undead.
But Tasha's Hideous Laughter does not have that limitation.
If the spell says it targets "creatures" like Confusion, then it affects undead. If it says it targets "humanoids", like Crown of Madness, then it only targets creatures of the humanoid category, not the undead category.
Forgive me. I did a search and I did not find an answer to my question but my search-fu may be weak.
Would a spell like Tasha's Hideous Laughter affect an undead creature like a Lich normally?

If your party have nothing bigger than Tasha's Laugh to use against a Liche, consider them dead, directly.
