I am a new player in "Dungeons and Dragons" and I was looking through the spells In my "Players Hand Book" near the end I noticed third level spell "wish" and I was wondering if I Wished that I had not cast that "wish" spell do I still get the negative affects and a friend told me that I can "up cast" spells and I was wondering how do I "up cast" "wish"

Up to the DM. If you're using Wish for it's "describe something and reality overwrites itself to match" functionality, the DM has full latitude to have the result be whatever makes sense to them.
If you're doing it to annoy the DM and create loophole paradoxes, I suspect they're going to be inclined to be unfavorable to your character in the results.

Some spells have different effects if they are cast using a higher level spellslot. Wish is not one of them, because it's already a 9th-level spell, there's no way to "upcast" it.
