If the bonus action casting misses then you can use your action to target the next creature to try again. If the original target fails the save caused by the initial bonus action casting, then you can use your action to force the crushing saving throw on the same turn.

Witch Bolt specifically states that it ends "if you use your action to do anything else", and "if the target ever moves out of range or achieves total cover from you. As a Concentration spell, it would also end if you were to lose or drop Concentration upon it.
Maximilian's Earthen Grasp doesn't have any text pertaining to when it ends, which would mean the only reason it would end is if you lose or drop Concentration.

I believe they're commenting based on the final paragraph. It says "As an action, you can cause the hand to reach for a different creature". This implies it can't be used on the same target twice in a row - but given the placement of that paragraph it is speaking specifically about a target that failed its saving throw and is restrained.
So it absolutely can be used on a target which just succeeded. You just can't make it grab a target it already has grabbed - but you wouldn't want to do that anyway as you're just giving it another free saving throw.

It persists. If it didn't it would say that succeeding on the saving throw ends the spell. Some spells say that - this one doesn't.
