The PHB states that opportunity attacks do not trigger when the target is teleporting. However the UA Fighter subclass: Knight has an ability called Hold the Line which reads: "As a reaction when a creature moves at least 1 foot within 5 feet of you, you can make one melee weapon attack against that creature..."
If a knight is adjacent to a creature that casts misty step, would the teleport count as a movement which triggers Hold the Line since it's not actually an opportunity attack?
Follow up questions about this:
What about if the target teleports as one of their normal forms of movement?
What if someone wants to counterspell the misty step? Does the knight still get to attack? If not then what if they attempt to counterspell a misty step cast as spell slot lvl 9 and the counterspell fails, then can the knight attack?
Edit: I should add that I am the DM, and can and have made a ruling at the table. But I am hoping to find a RAW solution to this conundrum, which might not overturn my ruling regardless but I'd like to figure it out.
I am quite certain that "teleportation" does not count as movement as far as the game mechanics are concerned, but I cannot find the reference with a quick search, so I may be mistaken (or remembering an obscure tweet that may or may not have been by J.C.)
Besides, it's a tricky handling regardless (such as in regards to Booming Blade, which has been mentioned doesn't count the actual movement as much as you leaving the space of the effect).
If we take things strictly, however, (and I'm not mistaken about what I remember), the teleporting target doesn't "move at least one foot" when teleporting - the phrasing suggests movement through space rather than distance covered. Here at one moment, there the other - no chance for an attack that doesn't come as a reaction to the casting/ability, if applicable.
And if we go by that, the followups are easy as well:
1. How the teleportation is initiated is irrelevant to the ruling above (unless it requires physical movement as part of the teleportation).
2. If the potential target initiates Misty Step and it is countered, they haven't moved or teleported yet. If the Counterspell fails (who casts Misty Step at lv 9? :p ), the target has teleported as above, again giving the knight no chance.
All in all, the Knight's ability seems intended towards allowing Opportunity Attacks when someone moves within their threatened space, as opposed to the 5th edition's general ruling of Opportunity Attacks only happening when an opponent leaves your threatened space. It doesn't seem geared towards preventing magical escapes.
