That interpretation rests on a faulty premise of all Holy Symbols needing to be "held in hand, worn visibly, or born on a shield", and that "born on a shield" applies to all symbols; it doesn't. That entire passage is being read incorrectly.

All they did was copy/paste the generic text of "Holy Symbols" into the specific ones. Did they **** up by being lazy? Yeah, absolutely; short-sighted move, but that doesn't mean they all function the same way. Reliquaries are held in hand, Amulets are worn visibly, and Emblems are born on a shield. That shield is a spellcasting focus held in hand.
If we want to get into even more absurdity, if a shield bearing a holy symbol doesn't count as a spellcasting focus held in hand, then the feat tax is even worse... you'd have to take the Shield Training (UA) feat for it to actually count as a spellcasting focus in hand, and you'd have to still take War Caster (if cleaving to view #1) to cast S/VS spells without having to dropping something. That's ridiculous, right?

What are the specific Holy Symbols? An Amulet, Emblem, or Reliquary.
How do you use an amulet? By wearing it visibly.
