Are we talking about a Tortle? Then no, they don't get a Dex bonus.
Are we talking about a Lizardfolk? Then yes, they do get a Dex bonus.

Things that grant AC do not stack unless they say so, you can't wear 2 sets of Full Platemail, and you can not add your Dex unless the armor says so.
