If you use fabricate in just uncut gems, not jewellery to make bigger uncut gems can you just keep making it a bigger raw uncut gem? Like making a used chewed bubble gum ball of immense size.
I think you are spot on that the quality of uncut combined gems would be the same. Also that it would not increase the overall value based on size, but I do think it would just add the value of the gems together with out skill or craftsmanship. Like turning 100% gold dust into a coin, or a bowl of a 2 trees into a large block of wood.

Oh wait I see where you are coming from. That you can not combine, only split unless a person could combine normally in a process. That makes sense.
