Ring Of Mind Shielding, effectively. RoMS allows the wearer to prevent telepathic communication, and while Sending doesn't explicitly say it is "telepathy", it does say "The creature hears the message in its mind", which I consider to be equivalent.
It wouldn't prevent the wearer from being "targeted", but it would prevent the message from being heard. However, this filter needs to be a deliberate choice. Either by blacklisting all telepathic communication, or communications from the sender specifically.

Would these items individually or in combination optionally prevent someone from being the target of the sending spell?
Would you say that the user of the sending spell can't determine if the recipient of their message received it?
Amulet of Proof Against Detection and Location, no. It only blocks divination magic. Sending is Evocation.
