Until Tasha's this was a mute point as to get medium armor it either came with a class / race feature that also gve you light armor or you took a feat that required you to be proficient in light armor.
With Tasha's however you have the option if your dex is never going to go about 14 or 16 you have the option of swapping out your light armor proficiency for a tool or weapon proficeincy. Is this allowed? Can you only do it if you have proficiency in light armor from something else?
As far as I can tell RAW you can (even if you don't get light armor from elsewhere) and you can certainly create characters in the character creator that do. Am I missing something is it RAI?
I am not entirely sure what you are asking. You can swap armor proficiencies from race for tool or weapon proficiencies. You can't gain medium armor proficiency this way.
You don't explicitly need light armor proficiency to have medium armor proficiency, though that will usually (always?) be the case just by design.
I don't know of any way to have medium armor but not light armor.
He's asking if a mountain dwarf can trade away its light armor proficiency without losing its medium armor proficiency, a'la TCoE Lineage rules. ending up with a character proficient in medium armor but not light armor.
RAW, nothing is stopping you. Many DMs will squinty-eye this, but it's up to the DM whether to allow it or not.
