When I look in the PHB from DnD beyond it says "Each time you gain a level, you gain 1 additional Hit Die. Roll that Hit Die, add your Constitution modifier to the roll, and add the total (minimum of 1) to your hit point maximum. "
When I check in my book, it doesn't have the "minimum of 1".
The twit is from 2017, and isn't in SAC so isn't official. There have been several PHB erratas since 2017, and the rule could have been changed in any of them. If there is ever a direct conflict between the written rules and a 3+ year old tweet, always assume the rules are the rules.
Th 10th printing of the players handbook has the following text:
"Each time you gain a level, you gain 1 additional Hit Die. Roll that Hit Die, add your Constitution modifier to the roll, and add the total (minimum of 1) to your hit point maximum. Alternatively, you can use the fixed value shown in your class entry, which is the average result of the die roll (rounded up)."
This is included in the PHB errata. It first showed up in the 2018 errata.
"Beyond 1st Level (p. 15). In the second sentence of the third paragraph, “add the total” is now “add the total (mini-mum of 1).” "
So when you find a rule that is different from your PHB it can sometimes be worthwhile checking the errata. However, there are also stealth errata where the current printing has changed but the change is not documented in the errata - I've found at least one example of that.
