OK so first off, new to dnd in general so please forgive me if this is just flat out wrong.
So the things at play in the, I guess attack question are wizard with war caster and two weapon fighting. The spell is shocking grasp.
Now, first part of my question is if war caster allows the Somatic component of a spell to work with a weapon and shocking grasp is a melee spell, does that mean the spell is working through the weapon thus granting it the weapons range?
Second part ,and if so does that mean for the purpose of two weapon fighting it can work as melee weapon attack?
And just as a tangent if any of the above works would war caster let you just stack a melee spell on top of a normal weapon attack?
The answer to all three questions is no. If you're interested in mixing up melee attacks and cantrip attacks you'll want to consider the Bladesinger tradition which, as a special exception, allows you to replace one of your Extra Attack attacks with a spell. Or perhaps multiclassing as an Eldritch Knight Fighter.

No. War caster just lets you do finger placements and gestures while holding a weapon or shield. Spells that require you to touch the target with your hand still do.
Spells still require a cast a spell action and not an attack action (except bladesinger) which means no weapon attacks (unless the spell calls for it like booming blade).
