Yes - Battle Masters can use some of their maneuvers on Opportunity Attacks because they usually just require that you hit with a weapon attack.
It doesn't stop them running away. They can still get up again and use the rest of half their movement - and they get to make a saving throw - whereas Sentinel is guaranteed on a hit.
Honestly, if your player can get a meaningful advantge from their trip attack that way, more power to them... Most of the time it'll be a poor use of a limited resources imo.
Usually, the enemy can stand right back up with half their movement... Had the player used trip attack on their own turn, they'd grant advantage on any melee attack on the enemy untill the enemy's next turn.

Seems broken to me as it basically becomes Sentinel Feat by stopping enemies from running away but I am curious about RAW.

Well, don't like that, but RAW. I guess I gotta deal with it.
It is a lot weaker than sentinel (limited use, has save, target can still move). I don't see the problem.
War caster + booming blade is a lot closer to sentinel IMO (not limited, no save, target has to not move to avoid extra damage).
