A while ago I saw a video on YouTube someone made about how to become a lich. I can't find it anymore, but I remember he said that to make a phylactory you need to break a magical Artifact and use that material to craft your phylactery. Did that guy just make that up? or is that referenced somewhere in one of the books from older editions?

You can't drown someone with Create Water. If your lungs are containers than your bones are objects. Any Siege monster that attacks you deals double damage because it’s attacking your bones.
Think about it - if that were true there would be very few Lichs, A ton of failed lichs and no more artifacts. They are normally made from things so valuable you don’t want to destroy them like a fist sized diamond, the helm of a spelljammer ship, etc. but the Lich wants to make sure the phylactery ISNT destroyed so it’s made from something no adventurer will easily destroy not from the remains of something super valuable that the Lich destroys to make the phylactory.
There is no explicit way to become a lich*. In 5e, they have left it to the DM to decide how the process works. That said, there is an explicit way to become a Lich in Minsc and Boo's Journal of Villany. It involves crafting a phylactery for 50000 gp, performing a ritual and sacrificing a sufficiently powerful soul and surviving a Con Save. The specific ritual has to be learned by swearing eternal alligeance to the person who has the secrets.
That is one path - probably published by Larloch to build his Lich army. There are lots of other ways as well just not listed. And, yes it’s pretty much going to turn you into an NPC.
