Fight takes place in the Upside Down, 1 hour prep time, minions, basic knowledge of eachother's powers

Whoever wins depends on whoever the person writing the battle prefers. That's how all of these "who would win, Master Chief or a Warhammer Space Marine???" battles go.
First, I agree completely with noble pigeon, but I also find that answer unsatisfying. Assuming you mean the stats we just got for Vecna. Are they fighting in the upside down? There, Henry can send swarms of demobats and demogorgons and overwhelm Vecna in terms of action economy. Although Vecna has some good AoEs, including his own swarm of bats.
And Vecna has a really good wis save, so would probably be able to resist most of what Henry does, and could teleport away if he gets caught by the vines. But then we’re still in action economy problems if Henry keeps pestering him with vines and letting his minions do most of the damaging work.
If they’re not in the upside down, Vecna wins, so question. Henry needs the home field advantage to make a go of it.
D&D Vecna bodies Stranger Things Vecna, no questions asked. D&D Vecna is categorized as a god, while Henry Creel is an emo kid with superpowers and a pact with the Mind Flayer. If anything, this is similar to asking, "Who would win in a fight, D&D Vecna or a level 10 Warlock?" Cool as the warlock's aesthetic is, Vecna is a tad too strong for the poor warlock to stand a chance.
There's no way Vecna doesn't destroy Henry. Sure, Henry has the home base advantage and control over the powerful creatures of the Upside Down to compliment his psionic powers, but he lacks the true tactical knowledge and arcane might that comes with immortality and lifetimes of research. Even going off of general knowledge, Vecna will know how to best mobilize his forces (which include strong undead and loyal spellcasters). That effectively eliminates the complications posed by interfering minions, making the fight all about Vecna and Henry. Henry uses psionics, which means his abilities can't be dispelled by Vecna's magic. That being said, Henry's strongest powers are those he uses to manipulate the fears of others. Vecna does not fear. Vecna HATES. That means it's Henry's psionics against all of Vecna's spells, abilities and his dagger (though the last one is more of an Afterthought). Henry makes it out of this scenario in one of 3 ways: he switches allegiance from serving the Stranger Things Mind Flayer and serves the true Vecna, he's killed most horrifically, or (most likely outcome) suffers some fate worse than death.

Doesn’t really matter because they would never meet each other
(And btw, a fully armored space marine would destroy master chief, especially if it’s a blood angel that’s succumbed to the black rage)

D&D Vecna is either the most powerful lich in existence or a deity. Stranger Things Vecna was beaten by a few molotovs and a child.
