Doing more damage to heal a very small amount like 1D4 is probably not for the best. That being said, they aren't constructs or undead. If you're just looking to get the bonus to checks from the bite? I guess that's a good enough reason to take a nibble from your own arm.
That would probably do more damage than satisfaction. Maybe if they were crazed or insane, but a Dhampir with their senses intact should be able to realize that it isn't a good idea.
I'd go with "no" just on the principle that you can't get more out of a system that you put in. There would be a loss on some level, so it wouldn't produce any positive net result.
Maybe this is random or dark but could a dhampir quench their thirst by drinking their own blood?
