Working on a homebrew cosmology, but I've hit a snag. I think I know how to solve the problem, I just need a question answered. The Ethereal Plane connects the Prime Material Plane with the Elemental Planes, each plane having a "border ethereal" that overlaps/intercedes with them, while the Deep Ethereal is what connects all Border Ethereals together.
Say I were to reach the Elemental Chaos, and then attempt to use the Etherealness spell. What would happen? Does the Elemental Chaos have a border ethereal? Would the spell function as normal? Or would it fail, forcing me to first travel to a specific Elemental Plane in order for it to work? Also, can the Elemental Chaos be considered a transitive plane? In the sense that one could get to any Elemental Plane from the Elemental Chaos?
It's homebrew, so ultimately this is up to you, but I'd go with "no" on the basis that it's like how you need Plane Shift or Gate to enter the Deep Ethereal; it's a bit more "out there" and so takes a bit more effort to reach, going through one of the Elemental Planes first. Also, per the DMG, the Elemental Chaos is under the "Inner Planes" heading along with the Elemental Planes.
So the Elemental Chaos would not have a "border ethereal", making spells like 'etherealness' fail. Only a direct connection, or travel via one of the Elemental Planes, would allow one to reach the Elemental Chaos.
If that is the case, then what about my second question? Could one consider the Elemental Chaos as a sort of transitionary plane? At least in the sense one could reach any singular Elemental Plane from the Elemental Chaos?

Any ideas or interpretations would help.

maybe roll a d4 for which elemental border ethereal you end up in
