Currently, I have 3 characters in my OC list and Campaign: Satyr/elf hybrid Clef Eversong, his friend Princess Moongold, and the Tiefling noble Lady Linnea, who was adopted by a noble couple.
The one question I have is about my OC Moon’s older sister Amber. Right now I only have a limited number of races to choose from in character builder, but with purchase of the right lore materials, is it possible to create a character who is a pixie? I saw them in the Monster manual and they’re super pretty, and Amber is half elf, half pixie, so I was wondering if it’s possible to make a character who’s a pixie? By the way part of Amber’s story is about 4 years before Moon was born, Amber was adopted by the queens of Neverwinter (a lesbian couple) as their oldest daughter when she was found on their doorstep as a baby swaddled in a basket one spring evening. Amber is 16 years old, but only about the size of a 3 year old human (3 foot 4) and light enough to be carried if she wants. At this point she’s done growing.
Bur the question is: Do Pixies count as a race in DnD?
"Pixies" are a creature, not a race and not balanced for player use or compatible with classes. However, there is a "Fairy" race that is approximately the same thing as a Pixie; Small instead of Tiny, only a couple innate spells, few other bits and bobs. Granted, the "half-elf, half fairy" raises some questions, but that's between you and the DM if it's for a campaign or your call if it's your campaign or just a head-concept. You can either buy Monsters of the Multiverse to get the current version, or buy the Legacy version off of Wilds Beyond the Witchlight.

If fairies aren’t born with that much innate magic, can they learn magic? And do I need to purchase a certain book to unlock them as a race in DnD beyond?
Fairies as a PC race have the same option to take any of the magic classes as anyone else. Like I said, you can either buy the whole Monsters of the Multiverse book, since as I understand it they're not selling those races piecemeal, or you can buy the Legacy version from Wild Beyond the Witchlight.
