My take on this is, Phan Dalin is the town, Phan Delver is the mine. The clue is in the names with Phan being an old name for the region.I suppose Dalin could be the name of the Dwarf that settled the area centuries ago and the mine was where he started digging. The town then grew up to service the mine and was named after him.
I'm running Lost Mines at the moment pivoting to Shattered Oblisk and a couple of times they speak about the "Phandelver accords" or the "Phandelver Pact" so I was working under the idea that Phandalin is the region/town and Phandelver is the alliance between dwarves and gnomes that originally lived there. However my party are all 12 year olds who didn't quite get that distinction so we've instead been playing under the basis that Phandalin is the modern town and Phandelver is the old one wiped out when the mines were lost

I've seen both Phandalin and Phandelver been used (mainly in Phandelver and Below) and I'm not sure when you use which.

I always assumed Phandalin is the town, and "Phandelver" is the name for the area of land surrounding it.
Haven't found anything to back this up, it's just how I've always imagined it.
