As has been pointed out a couple of times the concept of a "war crime" is a very modern invention, before that it was just called "war". If you went back a 1,000 years and tried telling for instance people on the Crusades that they shouldn't kill civilians and loot captured cities they'd think you were an idiot because that's how they fought wars, it was the whole point. Similarly torturing prisoners of war for information was common place for most of human history, as was killing prisoners if they became to much trouble to keep alive and you weren't in the market for new slaves. With that in mind almost any god of war would fit the bill if you've decided that in your setting that's how wars are fought
