They don't seem to appear in the monster manual. I can find stat blocks for them but I'm assuming those home brew since they don't have a page in the monster manual. Whar exactly are they and where'd they come from and how do they fit into the D&D world?

I personally make tortle live to around 150-200 years in my homebrew setting. How could you have an Oogway-esq Tortle if they do not make it past 60 years old? And regardless, living a short life would normally mean that they would tend to live fast and recklessly, which I do not think really fits the concept of a humanoid turtle. https://xender.vip/
