A Goliath Path of the Giant Barbarian with the Giant Foundling background and Strike of the Giants feat or a Mountain Dwarf Rune Knight Fighter with the Rune Carver background and Rune Shaper feat?
Effectiveness “in general” is about impossible to predict. In some circumstances one will be better, in others, the other will be better. It’s going to be not only campaign dependent, but each fight dependent.
So the answer, as always, is: Pick the one you’ll find the most fun. If you enjoy playing the character, everything else will fall away, even if they’re not 100% perfect for a given situation.

More information is needed. Questions like these cannot be answered in a vacuum.
What are you going for? Combat effectiveness? If so, under what conditions?
