There is some discussion of them in Fizban's Treasury of Dragons, and there's also some stuff about them for the Forgotten Realms setting specifically here.
Basically they are neutral dragons outside the standard evil chrome vs good metal set up. They are psionic rather than magical, and they have really interesting breath weapons.
The first of the dragons created by Bahamut and Tiamat was Sardior. Sardior in turn created the neutral gem dragons, but he perished, or at least disappeared. Why? NOBODY KNOWS...

Playing a gem dragonborn in a campaign where the ethics of dragons is a major plot point. Gem dragons can seem flippant at times. From attacking and hunting creatures that interfere with their activities, to understanding and respecting opposing cultures. They seem to live by a code of, "either assist me or leave me be". They will form cults, but of a more benevolent nature than that of chromatic dragons. Oftentimes these cults are simply there to aid in research or to sate the curiosity of the gem dragons. They tend to have positive relationships with metallic dragons, although they will not share the same territory. They have a strong disdain for chromatic dragons, and will actively ally with and assist those who wish to kill nearby chromatic dragons.
