So my character, Overlord Will, is Neutural evil, and I'm not sure if a hero should be lawful evil, but he does do... Intresting things. he skins creatures he kills and eat their hearts. he also drags people intruding in his swamp under the water and drown them. He also has intentions for his evil doing, so is this right or wrong?
A lawful character follows the law. As mentioned I am not sure your character is following the law.
Why is he killing? Generically speaking killing to kill is usually against the law. Killing in self defense or killing to eat (like cattle/deer/tuna/etc.) is not against the law.
Why is he skinning the creature? Skinning a creature like a deer or a cattle or alligator is how we get a type of leather. Skinning the wrong creature like a manatee is illegal.
Dragging people for trespassing into water and drowning them is probably against the law. but if the law states that trespassers will be drowned and that punishment is published on signs, then that is legal. But chances are your description is illegal. Therefore not lawful.
Ok, I'll give you some reasons :) he can indeed function on a group, cause he doesn't mess with them much, he exists to help the group defeat monsters and has a clear motive. his father killed his wife 15 years prior to the events now, and he's working on building up to fight him. he needs more stamina, more sheer force, so he usually tries to build up strength by defeating animals. his reason to go adventuring is quite the same as the previous one I listed, but he also want money and power
oh, ok, would a Chaotic evil character work at all? or would it mess up the whole group
Generically speaking sure, but that is not the correct answer. as every party and player is different. If you are truly playing a CE character, how could that character stay CE but still hang around "heroic" members? If the CE character is psychotic or some other non normal personality to hide being CE can work, but then is that really the case as usually people's sheets are open books to be shared and hiding this leads to potential extreme actions that will offend other players.
If a party member finds out, would a CE character murder to keep the secret? so is PVP a likely result? how does that play out? If the CE follows alignment and does something evil, if there is a LG player, how do they react? Turning a blind eye is not and should not be a guaranteed action. The LG player might "miss" the action a few times, but probably will see/notice it.
This is not the same as holding secrets, it is a few steps beyond that.
well, I don't take my Roleplaying THAT far, I just like to have fun messing with the npc and all that, besides, every other character in my party are lawful good or chaotic good, but they are almost always fighting each other, soooo I do think most of my other players should probably be chaotic neutral or evil

Depending on your group/DM playing that character the way you say could get you removed from the table. I wouldn't allow that to go on.
I would encourage you to adopt the Anti-Hero trope. Doing Good in a Bad way. The Punisher for example, is extremely brutal and lethal to the bad guys BUT doesn't intend harm to innocents. He could easily fit into a group who share his particular motivations, at least for awhile. John Wick is another example.
We have had a few "evil" characters in our groups over the years. In each case, there were factors that explained their cooperative behavior. One was a plant trying to steer the group in a certain direction (evil pc pretending to be good for a dark purpose), another was under magical compusion. One of my longest played characters started as an Assassin (NE) who, as NE types often do, tried for a promotion by eliminating his boss. It went badly and he fled the city, joining with adventuring parties to blend in. I built a nice little redemption arc over several RL years of off and on play where he transitioned from NE to N to LN, standing with his companions in a TPK.

Lawful Evil is an alignment that can be successfully played in a party, even a heroic one. This is true of all alignments.
However, the character you describe is not one of those.
D&D is a cooperative game. In most every game, it is incumbent on the players to make characters who:

Don't confuse neutral with chaotic.
That line description is more chaotic then neutral. Chasing out trespassers is neutral, dragging in people is chaotic.

In my opinion, evil characters only work if the rest of the group is on board with it and if the adventure/campaign is tailored for that.
I think you should ask yourself the question if you really want to play an evil character.
