It hasn't happened, but Bahamut would probably consider them worthy for just scoring a good hit on him. He's an actual God, after all, and if we assume he's equal to his sister, he's on par with a Tarrasque even in weakened form.
I'd say it'd be more interesting to give the players some kind of challenge other than simply a direct fight with a God. Honestly that's a conflict that could fuel an entire campaign... maybe he challenges the players to defeat various chromatic dragons across the realm. A battle with Bahamut himself should probably be treated more as a puzzle than a direct fight... maybe Bahamut has specific themed defenses up and the challenge is more for the players to figure it out and work together to land a solid hit, rather than expecting them to just face Bahamut one-on-one in a big room.
The task could be determined by the reason Bahamut has decided a challenge is necessary. It could be something that requires quick, decisive choices for someone who seems to procrastinate. It could be something regarding facing the consequences of a choice that the players made for someone who's a little too chaotic. It could be a multi-solution puzzle that has no right or wrong solution but just makes the players think about moral implications for someone who stands by their choices as being the only correct choice.
...and it could be a "try to hit me" challenge just to judge martial prowess.

i think that Bahamut would pit the champion against himself, like the dark side of him and if the dark side wins then the champion is not worthy, but if the champion wins against him self then he is worthy.
Bahamut sometimes challenges his followers to test their worthiness.
