Well monks don't really know the language though. They understand spoken language and be understood by others due to their Ki. I believe this is a question of how many languages a person can know/recognize without the need of a magic ability.
Knowledge domain cleric gets two languages for one level. Mastermind rogue learns two languages at level 3.

Yes but I was referring to the character sheet GoogiddyBop posted a link to, as these two methods I mention weren't added to his character and would increase his language count.He had the linguist feat and had sage background which increased his language count.
I incorrectly assumed this was for inexperienced 1st level characters and voted as such.

I got 5 so far, however I think your count for your character is at least one to high! Telepathy isn't something I would class as a language lol

With enough gold, downtime, and people willing to train you, you can learn every language.
Just remember the DM always knows one more.

If we're going with just level 1 starting characters, I think it caps off at 9
For race, go variant human. You get common +1. Then take Linguist as your bonus feat, getting another +3.
Classes would be Knowledge Cleric for another +2.
And then Backgrounds can get you another +2.
I used Mrs.Claus in a campaign. I used her apparently immortal age/job purpose for her to have the time to learn every language in the realm.
