I don't see why not. It'd be unusual for sure, given the stereotype of a kenku is that of a thieving grifter. but it absolutely could happen!

Trying to get your physical content on Beyond is like going to Microsoft and saying "I have a physical Playstation disk, give me a digital Xbox version!"
It would actually be kind of funny satire to have a politician who could only recite the same six catchphrases over and over, or a high priest who only spoke in the same dozen proverbs.
Could be a shiftless grifter that figured out that politics is the best way to steal in a monarchy or theocracy. And saying the same thing over and over would just be the equivalent to sucking up middle management style.
Adventure hook could be when the guy who sounds like Morgan Freeman suddenly decides "Why do I need to stay behind the scenes?" and takes over the job. They sounded the exact same. Could claim the kenku stole his voice and was never the one in charge.

You could make it so that they have a guy who sounds like Morgan Freeman, and then have him recite the lines and speeches to be copied later.
