Where did he come across his hex weapon? Was it an old family heirloom of the halflings? Did he find it while searching through a ruins? Did he kill someone (possibly an evil someone) and steal the blade from them? Did the blade just randomly appear on him at some point? Basically what I'm asking is how did your character become a hexblade warlock, if you can answer that then more stuff should fall in line. The trick with backstories is to decide the large details, the small details, and then fit them together.

I'm going to throw this out there: The baby Tiefling arrived with the blade but was only recently given to the Tiefling by the foster parents.
(Kinda like how Elvira, Mistress of the Dark was found with a magic ring that held the potential of her powers if she would unlock it when she was older... and, immediately after unlocking its power, lose it to the BBEG when fighting him.)

Ok, I had an idea, so indaco was a twin, his brother died at birth, and the soul of the brother was forged into the blade, but the soul was corrupted when put in the blade.

Well, this is already wildly baroque and complicated, which means it's perfect for a D&D backstory. Who in the world would put the soul of a newborn into a blade?! Where was these two kids' mom when this was happening? Why did they get dumped with a bunch of halflings and what did the people who went to this much trouble hope would happen next? Answer these questions and your backstory is 90% written. All the rest is deciding the relationship between your tiefling and his inanimate brother. Are they like the Elrics in Fullmetal Alchemist? Does the PC even know his sword is his brother?
Idaco was born in a prison, he was a twin, his brother passed after birth, his brother though, was in a proficiency, he would have power that would rival no other, a leader of the blood league hurried to take what was left of the brothers power and forged it into a blade, destroying the prison and him, the soul survivor, was Idaco. A group of Tieflings found the sword and the infant. Taking them to the hafling village. Hiding the blade. Idaco grew up with the haflings. He was very welcomed in the village and was loved for his kindness. This all changed. Idaco wandered to a cave finding the blade with his brothers essence. He touched it, overwhelmed with power, he followed the blades command. The blade was corrupted. He desimated the village. With no survivors. Idaco was not aware what he did. He woke up in the ruined village, scared. He wanted to find his hafling family. Little did he know they were dead. Idaco set off, with the sword (he didn’t know it was evil) to find his family. Idaco talks to the blade like a brother. The blade whisperers to him, trying to take care of Idaco while causing havoc and finding a worthy vessel. Idaco, however is trying to find his family and adventuring the world. Hoping to find a friend or two.
There's a CE item in the DMG that will cast Suggestion at-will upon its bearer who's attuned. Maybe you and the DM could play off of something like that with the blade?

Sorry for a late reply, I was considering more of NE instead of CE, and suggestion might just take over my very naive character quickly
