Genasi can reproduce with each other or with humans. You can also have genasi of different types have children and they would have a chance of being either type, while if they had kids with a human I think there's be a chance of the offspring being either genasi or human (but i think it's a slightly larger chance of being a genasi).
In Forgotten Realms lore, yes. They can also procreate with non-genasi (including humans and, in one canon case, halflings) to have halfbreed children.
Typically, planetouched are cross-fertile with other humanoids. The offspring are generally always the same race as one parent or the other. So a water genasi and half elf pairing would have children who were either water genasi or half elves.

That's kind of a mechanical thing though to be honest. Fluff wise, there's no reason why your genasi couldn't take on the physical traits of the other parents. I don't see any reason why a fire genasi with a half-elf parent, couldn't /look/ like a half-elf. As long as it's mechanically a Genasi, what it looks like doesn't truly matter. Even AL allows you to re-skin your races.

These children are genasi: individuals with ties to two worlds, yet belonging to neither. Some genasi are born of mortal–genie unions, others have two genasi as parents, and a rare few have a genie further up their family tree, manifesting an elemental heritage that’s lain dormant for generations.
A genasi of one type mixed with a genasi of another type could create a genasi of a sub-element (Ice, magma, mus, etc.). Homebrew time!
