Yes, all of Lovecraft's works are public domain. Chaosium's works make it a tricky situation without stepping close on copyrights, which, is why mindflayers and abberations are about as close as you're going to get.
Lovecraft also shared his characters freely with other authors, so not all cthulhu mythos is lovecraft. There's a hell of a lot of good works written today.
Nevertheless, DnD has historically kinda given it wide berth.
