the lady of pain lives in sigil which is a city that is in-between and leads to all outer planes . the lady of pain doesn't allow gods into the city and can cause pain to creatures who cant even feel pain. and I thought and another person who has similar levels of power will be the over god ao becuase with a single thought he took out the eyes of tyr {a greater deity} and he is also able to allow gods into his world which i guess means he can stop gods from entering toril. so sigil is kind of a world itself that just leads to other worlds and the lady of pain can has full control over sigil and can do similar things as ao but the lady of pain isnt worshiped as a god but neither is ao even thought most gods need worship stronger powers.
so is she a god of planar travel what do you guys think

Faerunian deities need worshippers to gather power but it's only because Ao decided it will be so. Before Time of Troubles some of them had little regard towards their worshippers which angered the Overgod and he decided to change that.
