In the beginning of HotDQ the raiders of Greenest contain a blue dragon and blue half-dragon. Back at the raider camp, the raiders report to one of the five wyrmspeakers that represents the black dragon part of Tiamat (Rezmir who is a black half dragon). Where is the blue dragon wyrmspeaker and why are the raiders that seem to favor blue dragons following the black dragon wyrmspeaker?

The half black dragon is in charge of raiding that specific part of the Sword Coast. I think Lennathon and the 1/2 blue dragon are just from the general area.
I feel like the half-blue dragon, Langdedrosa Cyanwrath, probably headed past the camp to a different Cult site (and you see him again later, if I recall). I think the raiders just worship Tiamat in general and don't follow just one of the chromatic colors. Might be wrong there, though.
That makes sense. I feel like the authors really missed an opportunity to differentiate the wyrmspeaker factions (more akin to the Princes of the Apocalypse factions), but whatevs.

@DMFilson I agree with you. When I ran Tyranny of Dragons I just created my own Blue Wyrmspeaker.
