Honestly just ask your DM, it should be not to hard to make up/homebrew what you are looking for useing the existing items/spells. Just remeber, if in doubt round down.
I'm the dm lol, I love homebrew but I only use it if it's necessary. If there are some items that are out there that have a similar effect to these too I would like to know what they are.
I don't know whether it falls into your range specifically, but the Elemental Gem is a potent consumable magic item. Be careful handing these out too freely.
I toyed with homebrewing variations of the gem to fill other niches: Abberations, Fey, Undead, Beasts, Fiends, etc... Being able to "Pokeball" monsters is a very appealing trick.
There are several items that otherwise provide options, such as the Circlet of Blasting or Helm of Brilliance. If you can describe what you're looking for specifically with respect to your game/character/party, it may be possible to make more targetted recommendations.
Are there similar items to this one, maybe some with different elements? Also like lighting javalin

Oh wow that's a really powerful item but I like it I might modified a bit for lower levels
Not sure what you mean by "like" a scroill of fireball is probably not waht you are looking for but could fit the description
Potion of Fire Breath comes to mind Horn of blasting could also be fun with the huge risk / reward blowing it carries
