Depending on how you look at it, riding a surf board is either Athletics or Acrobatics, and any player character can take either one or both. Athletics might be seen as staying on the board, and Acrobatics would be doing tricks.

Your core competencies are the usual Life Cleric + Druid goodness, like handing out drugsgoodberry, telling people that's just, like, their opinion, man, making s'mores (including out of enemies), getting people to come over and join you at the fire, and telling water what to do.
Skill Expert only targets Athletics because you specifically said you wanted a surfer vibe and that should be Athletics checks. Note that plate armor only makes Stealth harder, not swimming or surfing. Have at it. As a bonus, you're very qualified to shove people into your fire if they're on the wrong side of it. Tasha's Custom Lineage. A new race in Tasha's that's effectively Variant Human but better: you can choose 60 foot Darkvision instead of your skill, and your ability modifier starting out is +2/+0, not +1/+1. You also get a bonus language and can choose to be Small.
My suggestion modified for Variant Human would have you start at 16/16/16 after racial modifiers and the Resilient feat, and then simply grab +2 Wis ASIs at 4 and 8, but as you can probably see immediately, it delivers on the same surfer vibe in an inferior fashion, with a worse Surfing, i.e. worse Athletics, score. You could still grab Skill Expert, of course. You'd just need a second half-feat for Wisdom, probably Fey Touched.
This is the one, brah. thunderwave to get things firing, plus 40' swimming speed and breathing underwater, all at first level
If you want a less obvious racial choice than triton or water genasi, lanky and athletic says elf or tabaxi to me, although attitude-wise, a surfer halfling might be fun

Able to call a Tidal Wave, Control Water, or even get gnarly with a Maelstrom? Check. Agile in the water? Check. Commune with Nature can even fill you in on the best beaches for miles around, so you can surf like a local.

I think you're sleeping on the Open Sea Paladin's ability to be a total beach bum. Total hunk built of Strength and Charisma? Check. So I don't know if you were looking at backgrounds for your character. If so I think Athlete would be decent for it. Fain proficiency in Acrobatics and Athletics right off the bat. Also for equipment you can get a leather ball to use as a volleyball when you just want to hang on the beach with the bruhs
