Trying to get your physical content on Beyond is like going to Microsoft and saying "I have a physical Playstation disk, give me a digital Xbox version!"
When I started writing this post I couldn't imagine why this spell requires willing creatures. It seemed nothing but beneficial, what possible reason would there be to resist it?
But I've realized it now.
The only reason to (knowingly) be unwilling for this spell is if A) you did not need to breathe air, and B) breathing air is harmful to you.
So for a creature like a giant shark this spell is bad news.
That said, an air breathing prisoner resisting this spell is either an ignorant fool or actively wants to die in a hole.
Remember that it is a strength check of D 10 to get out of a portable hole. Being cuffed might not keep your prisoner from plopping out of PH in your belt at an inopportune moment!
Air bubble can be used in a vacuum, in air that has become foul or deadly by too many creatures breathing it for too long, and under water !
Notable downsides :
1) If you encounter an Aboleth, there is a chance of being rendered able to only breathe water --- an air bubble spell cast before hand becomes a death sentence without a handy dispel magic spell to remove it.
2) Unconscious creatures can't be willing creatures, so there is a wrinkle that can make many a plan snag badly.

It can be a stand-in for Water Breathing as well. Water Breathing affects more creatures as a 3rd level (ritual) spell but doesn't scale. Air Bubble is available one level sooner and scales with level (but it still takes up a 7th level slot to affect 10+ creatures or 2 4th level slots). If your air needs are few, Air Bubble is more versatile and may be sufficient, but there is no ritual option.

Perfectly valid use. The spell provides air; the only downside of being in a closed portable hole is that you have no air.
