Yeah, unless you're fighting enemies on a slide or something, Create or Destroy water is really unlikely to have any major impact in combat. It's mostly something to use for providing your party with fresh water in harsh environments. Water Walk is really only useful if you're engaged in combat on a liquid to begin with... mostly it just makes movement faster since you don't have to swim places. Could be a life saver if you're fighting over a huge vat of acid for one reason or another.
Create or destroy water spell can be used to extinguish exposed flame in a 30ft cube. This could potentially generate advantageous combat conditions for the party if fighting in a torchlit area vs creatures without adequate visions.
It can also destroy sizable chunks of fog if a caster uses fogcloud spell or some other fog generating feature. Maybe even regular fog if DM makes use of weather effects.
It can be used to cause cold damage to Fire Elementals at the DM's discretion. Other than that, the main use would be to create a slippery surface on an already steep incline, possibly forcing the foe to make an Athletics or Acrobatics check to avoid falling down.

What are some ways to utilize a water genasi's call to the wave? I'm not sure how to use it combat.
Aside from Acid Splash, which should have fairly obvious combat uses, Call of the Waves is really more for use out of combat.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
