Like, you're not moving only one foot. You're moving in multiples of five, because that's how a battle map works, so the number of potential hits for this experiment goes down dramatically. And the wall is opaque, so you aren't seeing through it. And if you aren't careful with the casting, you waste it because anyone in the area when the wall or globe is formed will cause it to just end. One well-placed invisible imp could ruin this thing.
Yeah, it's a 9th level spell, and they're all insanely powerful, but I don't think it's a boss-grater. It's the kind of thing you put up to deter pursuit.
Each layer of the wall should probably be once per turn, like other similar spells.
It probably should, but RAW it isn't.

I'm just your everyday dungeon master. Ignore that jar full of souls. And those bones in the corner are just props, don't worry. I'm definitely NOT a lich. Definitely.
Yes, I like beholders. Yes, I curated an exquisite personality for commoner #2864. Yes, my catchphrase is "are you sure?"
Another thing about Prismatic Wall is that it doesn't require concentration so if you have Xanathars handy you could drop a maddening darkness, or any other lasting AoE which would force the BBEG to run through the wall, or you could turn it into an arena and lock the boss in with all of your Summon {iinsert here} spells.
