According to Jeremy Crawford (see here) you're right, Darkvision would not help.
As for Blindsight, the definitions in the 2024 Player's Handbook suggest that it would help. This is because it says that "you have the Blinded condition" while trying to see something that's heavily obscured, and that if you have Blindsight "you can see anything that isn't behind Total Cover even if you have the Blinded condition".
The definition of Blindsight in the 2014 Player's Handbook is a little less specific but appears to be basically saying the same thing.

I agree with wagnarokkr that a creature Heavily Obscured by Shadow of Moil may be seen by Sense of Darkvision, but Blindsight would when not behind opaque Total Cover.
