You always add the relevant ability modifier to attack rolls, as well as the proficiency bonus (if you're attacking with a weapon you're proficient with). This includes "offhand" attacks.
What your DM is probably thinking of is that the extra bonus action attack you get from two-weapon fighting doesn't add your ability modifier to the damage roll.

I'm fair certain that there are NO attacks that add Proficiency to damage. There might be some class feature or spell that does but on the regular, no.

That Feat is Two-Weapon Fighting, which is a fighting style feat. Some martial classes get the Fighting Style class feature, which gives them a fighting style feat. If they want, they can take more fighting styles instead of a general feat, and Champion Fighters get a second fighting style for free at Fighter Level 7.
