If you are a player then you need to let the DM know how annoying it is for you (and maybe ask the other players what they think of their antics). If the DM will not bring it to a stop your only options are to put up with it or to stop playing.
There are ways to get telepathic communciation but you would need to have a way of doing this most of the time which would probably changing your character. Providing the Arakocra knows a language the best options are probably a kalashtar or a soulknife although if you are level 9 a character with the ability to cast telepathic bond as a ritual should also work (and only requires an intelligence of >2). The issue however is a Player issue not a character issue so you would need buy in from the player that having telepathy would stop all the screeching so I think it is most likely options are to put up with it or stop playing unless the DM is willing to put a stop to it.
I’m sorry, but that’s just toxic behavior on the birdbrain’s part and bad planning on the DM’s for giving it such a curse. Like everyone else said, bring it up to your DM and/or the other party members and if that doesn’t work you should honestly try finding another table. I know it can be hard to do, but there’s no point in doing this if you aren’t having fun.
I hear Aarakocra taste just like chicken. I wouldn't put up with it. He chose an enhanced species (Aarakocra can fly at level 1) and then he created a specific reason why he has to screech all the time. He's being a jerk.
A possible solution: vow of silence. If he wants to stay with the party, he has to take a vow of silence. Use sign language to convey information. Otherwise, he needs to roll up a new character or find another group. How do the other players feel about this? Any enablers on the team? Because if so, or he's the DM's best friend or boyfriend, then you might need to find a new party. Immature players like this get excited by creating chaos and acting the fool. He needs to know that you and hopefully the others don't appreciate it.

…actually, it taking sign language would be a healthy compromise… although you’ll still probably hear him cawing a lot instinctually… i don’t know; maybe it isn’t such a great compromise, but it’s worth a shot!
If you have to, maybe try buying a language book of common sign language for him and see if he plays along!
I’ll also say this: these ideas are what session zero is for: letting people know there wild and crazy character ideas ahead of time and seeing if there is a problem with it.

issue was resolved we all agreed and had about a 5 minute explination for why screaching is not exeptible just because your charector doesnt know common and how he needs too stop he agreed so this issue has been resolved. thank you everyone for your solutions. (ps sorry about my spelling errors im sure it made at least a few people upset)

Every version of Aarakocra specifically starts with access to Common as a starting language. Can I ask why an exception was made for his character?
Every PC in the 2024 rules has access to Common.
Just ask him to stop. No big deal.
