Why would an enemy who is next to a spellcaster move away to trigger an opportunity attack?
Dissonant Whispers ... there are probably also other ways for allies to trigger op attacks on enemies besides the desire of the attacker to attack a different target. Though it is also a pretty niche situation in most cases. However, war caster has enough other benefits that being able to substitute Agonizing Blast in the case of an op attack is mostly just icing anyway.

Or just, "He's a spellcaster. He's probably not as good at swinging his staff or stabbing me with a dagger as he is at hitting me with spells, and I have no idea that he has the Warcaster feat, so I'll just eat one of his dagger attempts when it becomes necessary for me to move to the other location to obtain cover , leave the area, or complete the actual objective I have in this situation."
I'd suspect "Reaching my friend and shaking him out of an ongoing Hypnotic Pattern" is often worth risking an Opportunity Attack for; doubly so if the spellcaster you're engaged with is not the one who's Concentrating on the Hypnotic Pattern.

Yeah, or Command (using the Flee option), just for giving one mentioned in a different thread recently.
