Parry, easily. A single Hit Die is a pretty small amount of HP, and between imposing Disadvantage on one attack vs raising AC the latter is almost always stronger since you can generally know you'll be blocking the attack, rather than just hoping they don't roll higher or still in the hit range. And Rogues don't benefit as much from making additional attack rolls since Sneak Attack only triggers once a round and they generally don't have any other attack riders to build on.
Reaction Dodge and Reaction Parry are both going to be redundant when you get to level 5 since you'll get Uncanny Dodge which is a very good defensive reaction already. Attacking 3 times every 2 rounds decent but not that amazing since 80% of a rogue's damage is dealt on their first attack that hits regardless. And one HD extra HP isn't much at all - the Toughness feat is much better than that.
I'd say if reaction Parry lasts for more than 1 attack I'd definitely take that one (e.g. defensive duelist). If the parry is also only one attack, then I'd take the 3 attacks every 2 rounds especially if you're often at range.
I'd rather have the ability to attack 3 time every 2 rounds for more chances to land Sneak Attack.
But ... the thing about sneak attack is it barely ever misses. Right? Maybe your GM is harsher on AC tho. But missing an enemy with like +11 or +12 to hit, and advantage. It doesn't happen a lot.

Even better is the pairing of Light weapons with the Vex and Nick properties (Like the Shortsword/Scimitar or Shortsword/Dagger). Even with no other way to trigger Sneak Attack, if you hit with the Vex weapon, you will have advantage on the follow-up attack with your Nick weapon. Best of all, both attacks are made using the Attack action, so your bonus action will still be available for Cunning Action.
I thought it would be the extra attack every 2 rounds myself. If Dodge or Parry lasted rest of round I would go there, but only 1 attack, cunning dodge coming at 5 negates (Agilemind above) So then it let me to consider the extra hp. What if extra hp came with 2nd wind??

As a 4th level Rogue would you rather have :
1 Extra HD of hp's
the ability as a reaction take Dodge vs one attack
the ability as a reaction to parry
or gain the ability to attack 3 time every 2 rounds.
