Would I be able to use my 2nd attack as a monk to use a can cantrip or spell slot? My idea is to create a Liu Kang esk monk so 1st attack unarmed, way of the open hand shove 10 feet away, then 2nd attack fire bolt cantrip. Or is that not allowed with the 2nd attack coming from the monk leveling?
Disclaimer: I'm not familiar with Liu Kang, and DxJxC is correct that you can't cast a cantrip and attack with the same Attack action. For the specific move you're looking for (attack that pushes and is followed by a blast of magic), there's not much that wouldn't be a little complicated. But you could take 3 levels in Fighter (Battlemaster) and 5 in Monk (Sun Soul):
This would give you the option to take the Pushing Attack maneuver, giving you the ability to try to push someone away after hitting them with a melee weapon attack (which means unarmed strike or weapon) and follow up with a blast of radiant energy (not fire, but close and could be fluffed) that would use your second attack. From there I would probably stay with monk, but you could switch it around, taking 5 levels in Battlemaster and only 3 in Sun Soul so you get more maneuvers (and additional attacks to use for maneuvers or blasts) over time.
The problem with this is that it would take 8 levels to become possible, which is a lot. Starting at 6 you could do it once per short rest with Action Surge.
Speaking of which, it would be possible to, if you have Firebolt from somewhere else, only dip 2 levels into fighter from Open Hand Monk. Then, after pushing the enemy away, you could use the Firebolt with Action Surge. It'd only be possible once/short rest, but it's still something.
The multiple attacks are part of the attack action. Neither attack is considered a bonus or re-action. The only way you'd be able to cast a spell and then attack would be if one or the other is a bonus action. If you look at page 203 in the PHB under bonus action, the last line reads "You can't cast another spell during the same turn, except for a cantrip with a casting time of 1 action". As I always like to say is check with your DM since they have the final say in the matter. Hope this was helpful.

The only way you'd be able to cast a spell and then attack would be if one or the other is a bonus action. If you look at page 203 in the PHB under bonus action, the last line reads "You can't cast another spell during the same turn, except for a cantrip with a casting time of 1 action". As I always like to say is check with your DM since they have the final say in the matter. Hope this was helpful.
That bit about casting a cantrip as an action only applies if you cast a bonus action spell (i.e. healing word or via sorcerer's quicken spell metamagic). The rule limits what spells you can cast as an action on the same turn. It doesn't apply to the question as far as I can tell and might cause confusion.
Yea I have done some more digging and I was planning on doing sorcerer and then can use meta magic and turn a 1 action spell/cantrip into a bonus action instead of wizard

Depending on how many levels you take of sorcerer, you won't get many uses of quicken spell (one per long rest at level 3 (5 if you burn spellslots), 2 per long rest at level 4 (7 by burning slots)). A 3 level dip into warlock will get you 2 level 2 spellslots per short rest, 2 invocations, pact boon, and at least 2 more cantrips.
At that point it will be 6 levels non-monk, but can do the bonus action spell trick twice per short rest.
But might just be better off homebrewing a feat or monk subclass.

Casting a spell takes the full (bonus, re-) action and can not be used as part of the extra attack feature.
