One of my players suggested dipping Paladin on an Archery build for Oath of Devotion. The idea really changed the potential for my build that can attack 10 times (or more) on a turn. Can you get a higher bonus? maybe using a Belt of Giant Strength?

Fighter 11, Warlock 3, Sorcerer 3, Paladin 3... Would get only 3 ASI... but with Hexblade for charisma to attack... Doesn't work on bows... No ASI for Crossbow Mastery... It could be a Sling... Works with Sharp Shooter... Hmm...
It would require at least 13 strength to multi-class Paladin, but Dex wouldn't be required any more. Getting that +27 attack bonus is no joke though. Prof(+7) Cha(+6) SacredW(+6) MagicW(+3) MagicAmmo(+3) Archery(+2) 7+6+6+3+3+2=27 with Sling +3, Ammunition +3, a Tome of Leadership and Influence, and an Ioun Stone of Mastery since its getting silly already. As a Halfling you reroll your nat 1s...
(Edit: Fighter 11, Warlock 3, Sorcerer 3 is not required to achieve the +27 attack bonus.)
Using all 3 Attunement slots and a Hammer of Thunderbolts to get 30 Strength (+10) you could reach... +23: Prof(+6), Strength(+10), SacredW(+6), MagicW(+1) 6+10+6+1=23.
But you wouldn't be required to attack with the Maul. You could carry it with one hand and attack with a weapon held in the other hand, which could be a +3. Also, if that weapon were ranged you could benefit from the Archery Fighting Style. But only one Ranged weapon has Finesse, allowing the wielder to use either Strength or Dexterity, the Dart.
It's also worth noting that if you have the Tavern Brawler Feat, you have proficiency with improvised weapons, and (as with anyone) can use ranged weapons as improvised melee weapons, and so you don't actually have to throw the dart.
Somehow this feels even more silly than the sling build...
Finesse on a high strength Character can let you use Strength instead of Dexterity to attack with a Ranged weapon. There's no practical way to get your dexterity greater than 22, but you can definitely get your strength to 29 or even 30. You could get your dex to 30 by reading a Manual of Quickness of Action 5 times over the course of 400 years, but your DM and campaign aren't really going to allow for that.
"Finesse. When making an attack with a finesse weapon, you use your choice of your Strength or Dexterity modifier for the attack and damage rolls. You must use the same modifier for both rolls."
Note that a Dagger is not a ranged weapon and so can not benefit from the Archery Fighting Style. You can throw it to make a Ranged Weapon Attack. But this is technically true of every weapon.
Interesting that the Net is finesse according to this link, but is not listed as finesse on the weapons table. Either way losing proficiency makes it a bad choice here =P
Scratch that. Bobo, your link points to your homebrew version of the net.
Of course I suggest the sling to actually make use of the maximized Attack Bonus.
You can use the Sling and add +10 damage Using Sharpshooter and suffering a -5 penalty to hit, and make three attacks with your action with a Fighter's Extra Attack (2).
You could use a Crossbow, hand or increase your Dexterity. In which case you may want to redistribute your levels and feats to gain the Crossbow Expert feat.

So, you could get to +27 while holding a Hammer of Thunderbolts, if you are also attuned to and wearing a Belt of Cloud Giant Strength (or Storm), as well as the Gauntlets of Ogre Power, and attacking with a Dart +3 in the other hand, if you've imbued it with an Oath of Devotion Paladin's Sacred Weapon feature, and you've read the Tome of Leadership and Influence, and you've multi-classed for the Archery Fighting Style.

I thought you used dexterity for ranged attacks already, no need for finesse?

Are there any finesse ranged weapons besides the dagger and the dart? Or is the distinction more academic than practical?

I don't think someone who is serious about maximizing their attack bonus is going to put too much concern into daggers, darts, and nets.
