I am a level 9 Monk with the Homebrew subclass the way of the Phoenix. Pretty much Natsu from Fairy Tail. I am thinking of taking a dip of three levels into the light domain cleric for thematic reasons of it being fire and giving me some #spicy fire magic. I don't feel like I'd be losing much as a level 17 Monk . I would lose empty body and perfect self but thematically I'm not the sneaky type and my campaign isn't one without rests . Does this sound like a good idea?
I think you should get monk 18. That invisibility isnt just for sneaking, it is not concentration and doesn't go away when you attack, and you are resistant to all damage except force while invisible (plus you get your last movement bonus at 18). I dont think there are many level 3 bonuses that can top that.
Otherwise, I would suggest picking up 1, and only 1 level of Druid, instead of Cleric. Once again the Spells that I recommended above, I would recommend for this route as well.
I actually more recommend the second option in your case. Never sacrifice an Ability Score Increase on a small increase in low level Spell Slots. The Feat Route is worth it only because you get two Cantrips that increase in power based on your total Level, otherwise I would never recommend it.

Why were you thinking of picking up light cleric?
I've actually done something similar before, here is my suggestion:
There are two ways I would use to add some flame magic to your flame monk.
