It's closer to a minimum. On average, you can use one equal CR monster per 2 PCs and the PCs should win.
4 level 1 players took on a cr5 monster so that would be a cr of 1.25 per player at level one. So that would be 1.25 per level, so level 4 = cr5 per player so a party of three level 4s could take on a cr15 monster but that doesn't seem right. So I think cr8-10 for a hard fight. Two of the players fighting the cr5 monster died (not instantly) but luckily my players had healing word.

4 level PCs are unlikely to beat a CR 5 unless it's a poor representative of its CR, there's unusual conditions, or they got lucky. Low level is, however, very swingy.
