So i have a character [a tiefling wizard] at level 3, and i was deciding if at level 4 if i should take a feat, or ability increase. My stats are: Str: 6 Dex: 16 Con: 14 Int: 19 Wis: 12 Cha: 13.
I rolled really high intellegence so i have been thinking if i should either, just increase the score, take a feat that increases intellegence by 1, or just taking a different feat, and upgrading intellegence later. What are your thoughts?
I'd recommend just taking a feat to increase INT by 1. I find feats really fun, and having 20 INT that early in the game sounds like it would make your character pretty devastating. Observant is probably the most straightforward mechanically useful, since that boost to your passives can save you a lot of headache.
But still, it really depends on your playstyle... if you're in a combat heavy game you could do well to take Warcaster and forego the stat boost, since you're still well above average for your character. If you're in more of a roleplay heavy game, though, it might benefit you to top off INT and CHA.
My thought, though, is usually that if you're asking yourself this question, it's because you want a feat, and if it's for the fun of it, why not? If you've got Xanathar's Guide, there's a pretty decent Tiefling Racial Feat that increases INT and pairs well with wizard.
My opinion? A 19 INT may as well be an 18 and a 13 CHA may as well be a 12. Picking ASI, you get 20 INT and 14 CHA, a +1 to both modifiers. That's big, especially at level 4.
As a wizard, you get to prepare 1 spell per level + 1 spell per INT modifier. So at level 4 you could prepare 2 more spells instead of 1 by bumping your INT. Bumping INT also bumps your spell save DC and spell attack modifier.
I see no reason to not bump INT at the very least.
I would say either get Flames of Phlegethos or get an ASI and increase Int to 20 and Wisdom to 14.
This is one of my favorite feats, especially for a racial. I strongly recommend Flames of Phlegethos also, or perhaps the Observant Feat which iirc gives +1 to Intelligence or +1 to Wisdom, as well as a +5 to your both passive Perception and passive Investigation. As mentioned in a previous post it is more or less about the playstyle you feel comfortable moving forward with, but as the consensus will likely dictate boosting Int to 20 is a big step at such a low level for a Wizard (any class really but the immediate benefits for Wizard outshine others)
If you didn't already have a specific feat in mind, definitely pick up Flames of Phlegethos. It is wonderful.

Then at level 8 you can pick up Second Chance to boost your CHA and gain a once-per-initiative-roll ability to impose disadvantage on an attack against yourself. :)
Second Chance is specific to halflings, so no dice for a tiefling.
Also worth noting: Flames of Phlegethos, while potentially awesome only shines if you have a fire damage cantrip. Elsewise it almost never comes up.
I'll throw in a recommendation for Linguist, actually. Also a +1 Intelligence feat, gives you three additional languages and the ability to make code ciphers that allow you Secret Message Chicanery. Of limited use in a bash-the-orcs-in dungeon crawl, but even those often have ancient, cryptic clues in esoteric languages - Linguist lets you broaden your esoteric-languages pool. Never know when Undercommon will come up, or when knowing Abyssal will let you avoid an evil soul-sucking death trap.
My vote is to increase both your intelligence and charisma, but the observant feat is a close second. If your campaign is heavy on role playing, the ASI is a no brainer to me because it bumps your social skills in addition to your intelligence, especially if you’re not proficient in them. If campaign is light on role playing the benefit from increasing your social skills won’t be as nice as the benefit from the observant feat.
What kind of wizard? If you are a necromancer Keen mind is life saving to not loose track of time and have your undead horde turn on you when your controll runs out. For looking cool Flames of Phlegethos. It does not matter if you do not have a fire cantrip at the moment as you get to pick a cantrip when you level up to level 4 (pick fire bolt).

My vote is for Flames of Phlegethos first, war caster second (because you already have above average INT), and ASI INT and CHA third.
For role playing. I think Keen Mind is awesome
You have a mind that can track time, direction, and detail with uncanny precision. You gain the following benefits.
Stuck in a dungeon with revolving room? - no problems
Don't know when exactly your long duration spell runs out? - no problems
Forgot a name, directions or details in some part of the adventure? - no problems.
This would be up to the DM - Have a look a scroll or someone's spell book and transfer it to your own spell book later on.
But also something to take into consideration , if you are thinking of multi classing into Cleric, you will need to up your WIS to 13.

Take the feat! Feats are way more fun and interesting even if they don't have the edge by the numbers.

I'd take the ASI to top off INT and CHA, but odd-numbered ability scores pain me more than they probably do most people.
Flames of Phlegethos (with the increase in INT) would be my second choice.
