Which would be best for cost, reuse/remaking?
for me i would say the wand
Yeah, I would say wand first, spell gem second (very versatile and reusable comparted to scroll). Though a ring of spell storing could be more useful for lower level spells.
Depends on the situation. Wands have the ability to be upcasted to high level version of spells but crafting one would take awhile. I personally like the idea of spell scrolls and thus I made my own rules for scribing spells and using spell scrolls. I allow any one who is a spellcaster the ability to cast from a scroll regardless if the spell is on their spell list. This allows a cleric to scribe a healing spell for the wizard to use. This also encourages my players to use consumables since before they would hoard potions and scrolls and forget they have them. I use Xanathar's for crafting rules.
