I think that the interpretation of what can be considered "loose earth" and what is not, is left to the DM and common sense.
What is clear is that "loose earth" is not stone. Soil, dirt, regolith, earth, pebbles and things like that, it can be considered "loose earth". Mud, clay, fine sand, salt, and other things like that depends on the interpretation.
In general, applying the criteria that someone already said "things that can be dug with a shovel" seems good to me.
So I just revisited this thread. Didn't think my original question would spawn such a passionate debate 2 years running.
My original basic question was if I could "shape/mold" stone into a lollipop formation for me to kick / break them and thus have stones to use in a sling via the cantrip.
Answer is no. It is not a spell to reshape stone. I'm good with that answer.
- The name of the spell "Mold Earth" does kind of imply a 3d effect since you MOLD 3D shapes. You do not MOLD a 2D painting. But I do not want to reignite peoples passion about this topic.
The area of effect would also negate the desired outcome. If the sweet sweet stone lollipop sphere it taken outside of the area of effect, it would revert back to it's natural (non bullet) shape anyhow.

I do think that the Filter Earth method (mentioned earlier in this thread) for some nifty smoother stones might be allowed. Maybe a DM could apply a 1dX quantity of "bullet like" stones given a terrain type.
A stone covered beach by the ocean may produce more bullet quality stones than the farmers pasture, for instance.
I just want to point out that a lump of ice - which has neither the density nor hardness of rock - is not a slingstone.
