Yes, it still "exists". By which I mean there are still people that use "You can fix it on your own" not just as advice on how to handle that a rule doesn't do what is expected of it, but as false evidence that there isn't anything wrong with the rule in the first place.
To explain it to the uninitiated, I like to use an analogy of a person saying: "Your bike tire isn't flat because you've got a tire pump to fill it with." Pointing out that having an obvious means of repairing the issue is not actually the same as the issue not existing in the first place.
