If you don't have 20 Dexterity, then you should choose Dexterity for your ASI/Feat
Charger isn't that great on a Rogue. You can already do a bonus action dash, so unlike other classes that don't have Cunning Action, the feat doesn't increase your mobility at all. The only thing it does is gives you +5 to the damage roll (something that again doesn't benefit Rogues as much because they do so much damage on Sneak Attack), or allow you to push the target 10ft.
As a Rogue, it's better to focus on feats that give you extra ways to use your reaction to do attacks (like Sentinel or Mage Slayer) than it is to focus on feats that make your attacks do more damage (like Sharpshooter or Charger). Sentinel or Mage Slayer are great at giving you two Sneak Attacks per round, and that's much better than a slight damage boost to your one attack per round.
Thank you all for the fast replies. I will go with ASI to get my Tabaxi to Dex 20, assuming she survives tonight. Being a little better at everything is a good thing.
